Enhancement Request - Native Workflow Runtime Monitoring and Alerting

This proposes an Active Roles feature to detect and alert on workflow instances that remain in Running longer than expected.

Currently, administrators can only review Run History and the Active Roles Admin Service logs manually. There is no built-in way to proactively detect stale or hung workflows.

An enhancement request (704094) has been created detailing the feature above.
