Command-line installation of Active Roles components fails with error code -2147021886 or -2147024546 (4384096)

When running the command lines to perform an installation of Active Roles components, instead of the expected error code of 0, we might instead encounter one of the following error codes:

-2147021886 (0x80070BC2)

-2147024546 (0x8007015E)

For example, to install the Active Roles Console and Management Tools, the following command can be run:

ActiveRoles.exe /quiet /install ADDLOCAL=Console,Tools /IAcceptActiveRolesLicenseTerms

These errors indicate the following:

-2147021886 (0x80070BC2) = Reboot required
-2147024546 (0x8007015E) = A reboot is already pending

Restart the host and then try again.
