After copying a policy the GPO is not getting applied: "Error 2 CSE: Could not open directory"

Error was 2: No such file or directory
The policy was copied from a Windows 2000 or 2003 machine that did not have the Authentication Services (QAS) tools installed on it.
Our VGP extension must be registered because the files that tell vgptool how to handle a policy object just don't exist in the GPO itself.
RESOLUTION 1:
1 - Delete the previously copied policy
2 - Install the QAS tools on the machine where the policy will be copied
3 - Copy the policy again
RESOLUTION 2:
1 - Delete the previously copied policy
2 - Register the xml file which will make GPMC VGP aware:
ISO->adminTools->gpmc->VGP_GPOLayout.xml
That file needs to be registered in GPMC (Group Policy Management Console)
Or
1 - Run the gpmcreg.exe program. This will update the system GPOLayout.xml file automatically.
2 - Save the file and restart the GPMC. Unix settings are correctly preserved.
3 - Then copy the policy again.
