Pre-2.4 Migration report on Replica will not complete successfully.
When you run the migration report, the status shows are "Starting" and does not change. Attempts to re-run in are unsuccessful also.
Re-apply the full upgrade patch (not incremental) for the currently installed version. This will overwrite the files that may be corrupted or unresponsive and you should then be able to run the report successfully.
