QBM_PExecuteSQLWithRetry_LLP does not retry the command in case of "alter table" statements (4377612)

QBM_PExecuteSQLWithRetry_LLP does not retry the command in case of "alter table" statements. This means, if any object in the database was blocked, which were required to access for enabling of the constraints, the procedure does not repeat immediately, but it fails. In this case the complete task "QBM-K-QBMConstraintEnable2" fails and will be repeated.
