Condition "Does not Equal" in Account Rules for a Dynamic Account Group does not apply properly
Description

When using Dynamic Account rules and trying to exclude accounts using Tag as a search Criteria and "Does not Equal" as a filter, the results are incorrect.
Resolution

STATUS: Defect #393829 has been submitted and an improvement is expected to be included in a future release.
WORKAROUND: use static account groups instead of dynamic account groups.
