Would like to grant users access to run reports available in the Admin site but without granting them Admin access.
Reporting is a feature in Password Manager intended for Password Manager Admins only, and because of this there is no ability to grant non-Admins access to the Reports since they reside within the Password Manager Admin site only.
On the back end, Reports get created within the Microsoft SQL Server Reporting Services server (SSRS) and not in Password Manager. The Password Manager Admin site that contains the Reporting option is only a gateway to the reports that exist in SSRS.
If you wish to allow non-Password Manager Admins the ability to view and run these Reports, the only possible method is to grant the users/groups native access directly within Microsoft SQL Server Reporting Services (SSRS), and have the users navigate to the SSRS server instead.
