After following KB "Assigning Minimum Permissions Required to Install and Run Password Manager (27946)", not all of the Password Policies are being displayed in the Password Manger admin site. When using an account that has domain admin rights, you will see all Password Policies.
There was an upgrade done from a previous version and a different service account was used to create the Password Polices and that service account had domain admin permissions. The service account now being used is configured to have just the minimum permissions required per KB 27946. Since the password policies that aren't displaying were created in a previous version with a service account with domain permissions, the current account with minimum permissions will not be able to display those previous policies.
Delegate the same permissions the service account had that originally created the password policies so it may be able to display the password polices.
