WORKAROUND:
As a workaround add "54" to the list of country codes:
1. Open "C:\Program Files\Dell\One Identity Password Manager\Service\QPM.Service.Host.exe.config" on the Password Manager server
2. Search for "<phoneVerification serviceUrl="https://api.telesign.com/1.x/soap.asmx" countryPhoneCodes="
3. After "countryPhoneCodes=" search country code sequence ",53,55" and add "54,", so it looks like ",53,54,55"
4. Save changes
5. Restart Password Manager service
6. Test your Argentina's codes
