When trying to initialize a User or Helpdesk site, using built-in certificate, you are prompted the service is not available. The following error can also be seeing when collecting verbose logging from the affected machine:
QPM.Service.WcfConnection.dll CertificateFactory.CreateDefaultCertificate() >> System.Security.Cryptography.CryptographicException: The profile for the user is a temporary profile.
The Application pool account being used does not have a local profile on that specific server, which is required to generate a cryptographic key.
1) Log in to the affected server (where you are trying to initialize the new site), with application pool;
2) Navigate to the C:\Users and make sure a local profile is created;
3) Log back in with the service account being used and reattempt the initialization of the site(s).
