After upgrading to Password Manager 5.8, both Register and Manage Q&A Profile workflows are present in the Password Manager Self Service site.
The Manage Q&A Profile workflow does not allow a User to register a Q&A Profile as expected. There are no errors encountered, but the profile is not saved and the User is not registered.
The Manage Q&A Profile Workflow was customized in the previous version of Password Manager and is not properly merged into the Register Workflow as expected.
This issue has been acknowledged as a product defect and is being tracked as Defect ID 85563.
Disable the Manage Q&A Profile Workflow.
Waiting for a fix in a future release of Password Manager.
