Users are not able to change password when using the dictionary rule. No matter the password written, the dictionary remains gray and there is no chance to continue. Disabling dictionary check on password policies makes all fine:
The Product Team has raised bug #273805. A fix will be released in a future version of the product.
In order to workaround this issue, use a domain account instead of a local account to run the Password Manager service.
