When selecting the history tab the account used to access the database is the same account which is running the PMAdmin site application pool, not the account specified when configuring the reports.

Workaround1:
Change the PMAdmin Application Pool account to an account running that has access to the Password Manager database located on the SQL server.
Workaround 2:
Grant the Application Pool account logon rights to the SQL server as well as Read permissions to the Password Manager Reporting database located on the SQL server.
