For Self-Service in 5.6.x open:
C:\Program Files\Dell\One Identity Password Manager\Web\User\Views\Layouts\CommonLayout.cshtml

For Self-Service in 5.7.1 or newer open:
C:\Program Files\One Identity\Password Manager\Web\User\Views\Layouts\CommonLayout.cshtml

For Helpdesk open:
C:\Program Files\Dell\One Identity Password Manager\Web\Helpdesk\Views\Layouts\CommonLayout.cshtml

For Self-Service in 5.7.1 or newer open:
C:\Program Files\One Identity\Password Manager\Web\Helpdesk\Views\Layouts\CommonLayout.cshtml

For the new Self-Service in 5.9.5 or newer open:
C:\Program Files\One Identity\Password Manager\Web\SelfService\Views\Shared\_Layout.cshtml

Change:
<title>@ViewBag.PageTitle</title>

For the text you want:
<title>This is my customized site title</title>
