Some users receive a 403 Forbidden: Access is denied on the self service shortcut or link.

Some users receive a "403 - Forbidden: Access is denied" on the self-service shortcut or link. It also says you do not have permission to view this directory of page using the credentials that you supplied. But this is when they first click on the Password Self-Service Site shortcut or the invitation email link. They are not entering any credentials yet. Another user can login okay on the same computer, or the user having the issue can login on a different computer and access the site. It seems to be an issue with the specific user on that specific computer.

It was caused by the user having a personal certificate on that computer under her profile. It may have been created by some other application in the pas

WORKAROUND:

1) Run “certmgr.msc” under the user login having the issue and look to see if there is a certificate under the “Personal” folder.

2) Delete that cert in that folder and then the password manager site should come up correctly.
