"Primary instance is not configured, configure a primary instance" seen in the Password Manager Admin Site (4227234)

The warning message Primary instance is not configured, configure a primary instance is shown at the top of the Admin Site.

This can occur when there is only one Password Manager service installed in the environment.

1. Stop the Password Manager service. 
2. Navigate to C:\ProgramData\One Identity\Password Manager
3. Backup the local.storage file by copying it to another location.
4. Open the local.storage in Notepad and locate the word "Secondary". Search for: setting name="role" value="Secondary"
5. Change the "Secondary" to "Primary"
6. Save the file.
7. Restart the Password Manager service. 

The following Defect ID#: 84711 has been created to correct this behavior and to allow Password Manager to recover automatically when the local.storage is set to "Secondary" in a single-service realm.
