Error Message “Phone-based authentication service is not available. Contact your system administrator” (4267034)

When a user attempts to get a telephone verification code the following error message is reported.

The number of users scoped to use telephone verification exceeds the number of users licensed for this feature.

Resolution 1:

1. Reduce the number of users scoped for Telephone Verification so it is equal to or less than the maximum number of users allowed in the license.
2. Run the “User Status Statistics” scheduled task to register the new user count.
3. Re-run the telephone Verification workflow and verify that it works as expected.

Resolution 2

1. Upgrade the license to allow for the greater number of users scoped.
