Resolution
In Password Manager 4.7:
Create a security group with the users you do not want in the group
Then go to the Quest Password Manager Admin webpage and go to: Managed domains | Yourdomain.com | Groups, and there add the group to the Groups Denied Access to the Password Manager Self-Service Site section
The recount does not occur until the "User Status Statistics" scheduled task runs. The time of the scheduled task can be changed so that it runs manually under: General Settings | Scheduled Tasks
In Password Manager 5.6.x and later:
Create a security group with the users you do not want in the group
Then go to the Password Manager Admin webpage and go to: Home tab | under Management Policy title | User Scope | select Edit on the domain, and add the group to Groups denied access to the Self-Service site
Select Save to commit the changes
Restart the Password Manager service on the Password Manager server
Re-run the scheduled tasks under General Settings | Scheduled Tasks | User Status Statistics | Run now
