RESOLUTION:
Check the permissions of the pmsrvinfo binary on the Primary Server.
Run the following command to show the symbolic link to the correct binary path.
# ls -al /opt/quest/sbin/pmsrvinfo
Re-run the 'ls' command against the path shown.
E.g:
# ls -al /opt/quest/sbin/qpm4u_600_061/pmsrvinfo
Make sure that the user running the profile in Management Console for Unix has the permissions to run the pmsrvinfo binary.
Note that the pmsrvinfo binary should have SUID set as in the following example:
-rwsr-xr-x. 1 root root 241312 Jul 17 19:30 /opt/quest/sbin/qpm4u_610_0/pmsrvinfo
If the permissions appear to be correct, then try running the pmsrvinfo command on the Policy server while logged in as this user:
# /opt/quest/sbin/pmsrvinfo
Note that if the user does not have the correct permissions then the Policy server type will display:

Policy server type
- This host has not been configured as a policy server
-----------------------------------------------------------------------------
This explains why the Primary or Secondary policy server type is not displayed in Management Console for Unix.
Re-run the profile in Management Console for Unix with a user that can correctly run the pmsrvinfo command.
