The error 'connection refused' may be displayed when a user tries to run a command via UPM (Privilege Manager).
This error indicates that UPM is not available on the destination machine to service the request.
Perform the following checks:
· check UPM installation on destination machine
· check that inetd is running on destination machine
· verify that the correct UPM port is listening.
