The pmrun command fails. Authentication is not working on few hosts (4281560)

pmrun authentication is not working.  Enabling the debug trace shows the following:

16:59:31.895  pmrun starts
16:59:31.899  pmrun connects to pmmasterd
16:59:31.943  pmrun LISTENS on port 31001
16:59:32.481  pmmasterd asks for password authentication
16:59:43.290  password is returned
16:59:43.338  pmrun waiting for pmlocald
16:59:46.347  pmrun has waited over 3 seconds - 3002.12 Connection to pmlocald timed out message
16:59:48.361  pmlocald starts
16:59:48.382  pmlocald attempts to connect back to pmrun on port 31001
16:59:48.384  pmlocald Connection refused

The pmrun command is just not waiting long enough for the pmlocald to connect which is shown in the traces. It could be that the master is being slow in processing the request and starting the pmlocald, or pmserviced on the agent host is partly responsible for the delay
