When the Azure Tenant is configured as Federated or Synchronized Identity, Exchange Online Options that should not be editable appear as if they are able to be modified.
In a Federated or Synchronized Identity environment, Active Roles can only be used to Create Users and Modify Licensing.

This issue has been identified as a product defect and has been given the defect ID 112147. -
