Everytime the side sheet for assigning an entitlement to a product bundle the warning message appears:
Peer Group is empty
This happens only if the configparm ServerConfig/ITShopConfig/ProductSelectionByPeerGroup is active and the peer group is empty.
Customers want to have peergroup selection empty but not get the warning.

An enhancement request (#518677) has been created.
