On Windows 7, 8, or 10 PC or laptop, when the SPE is installed, there are duplicate icons to log into the computer both for User and "Other User".
There is conflict with other identity management software installed on the host machine.
In the case of a laptop, check to see if fingerprint reading software is installed. Products such as 'Lenovo Fingerprint Software Version 3.3.2.27' has been known to cause this problem.
Check Programs and Features for other Identity Management software applications.
Also check the registry in: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\Credential Providers
Another product for enforcing password policy rules that shows up in Programs and Features as "Password Policy Client" can cause this issue.
In some cases, there are other versions that will not conflict such as 'ThinkVantage Fingerprint Software 5.9.3' which does not have such issue.
Updating or uninstalling the conflicting software might resolve the issue.
