When attempting to access the PMAdmin site, the following error is observed:

In the Password Manager Event Viewer logs, the following error is observed:
Solution 1
The Password Manager configuration is encrypted using the Password Manager service account. If the service account is changed without following the proper procedures, the configuration will be unreadable to the service.
If the Password Manager service was changed prior to the issue occurrence, change the credentials back to their previous state and follow the guidance in KB 234947 to properly modify the service account.
Solution 2
If the Password Manager service account was not changed recently, the issue may be due to configuration corruption.
If a current Password Manager configuration export and key is available, perform the steps below to reinitialize the Password Manager instance and re-import the configuration:
