It is possible to create a .PS1 file and run via WIndows PowerShell. In order to do this you must first add the QuickConnect SnapIn. In the .PS1 file, enter the following lines in the .PS1 file:
Add-PSSnapin 'Quest.QuickConnect.ManagementShell.SnapIn'
Connect-QCService <qc server name>
Start-QCWorkflow -WorkflowName <name of workflow>
Example:

Add-PSSnapin 'Quest.QuickConnect.ManagementShell.SnapIn'
Connect-QCService domainDC1
Start-QCWorkflow -WorkflowName "CSV to ARS"
