Description
Workflow attempts to update users Universal Principal Name every time an update runs, even though the Universal Principal Names match. -
Cause
User Principal Name matches but the SignInName does not match. SignInName is read only and is the literal value returned by Office 365 when requesting the UserPrincipalName value for an account.

Resolution
Set the source UserprincipalName to match the target SignInName to see if they are returned as equal, if so, the UPN is getting compared to SignInName for the update to target UserprincipalName.Manually fix the source account's UserprincipalName to match the Office 365 SignInName.Updated the target UserprincipalName by running the workflow again. The account(s) will get flagged for an update once, then not picked up in the subsequent updates as all the values now match.
