Cause
There is a administration policy applied on the target object in the Active Roles Administration Service which is preventing this operation. -

RESOLUTION
- In the Active Roles Console, as an Active Roles Admin, find the target object.
- On the Properties of the object, choose the Administration tab and click on the Policy button
- Examine the policies that resolve on this object. Identify the conflicting policy and modify it to allow the desired change.
