This issue has been confirmed as a defect and has been logged as Defect ID TF00219193.
Workaround:
Manually delete CaSvcCfg.xml and restart the Quick Connect Captuer Agent service. The service will re-create the file and commit all of the outstanding password changes (all .txt files in the Quick Connect Capture Agent folder).
