Cause
Either the file /etc/opt/quest/vas/vas.conf has not been created or the permissions are set to low.

Resolution # 1
If the file does not exist you likely need to join the machine to Active Directory. For information on joining please see the vastool man pages in this article.

Permissions on the vas.conf should look like this.
# ls -la /etc/opt/quest/vas/vas.conf
-rw-r--r-- 1 root root 802 Feb 21 14:51 /etc/opt/quest/vas/vas.conf
