* vgptool: When VGP applies or refreshes policy, an error message is logged to
this extent: "Unable to set daemon API context to default to memory ccache
in_local_vas_init, Error was Invalid VAS context, no available error
message".The error is benign and has never been known to cause an issue.
It is fixed in build 4.0.3.171 and higher
