Quest Authentication Services license model change (4256838)

A customer may notice that they have a 0 user count with a new license.

The model was changed for new QAS licenses from Servers+Users to Servers+Workstations and users are unlimited.

Existing assets remain, so there is no swap going on. New licenses just need to purchase the new model. As long as maintenance is paid on the old assets they are now allowed to have unlimited users on those servers and workstations.

Workstations are defined as single user systems, systems with multiple concurrent users are considered servers.
