Resolution
Yes the 'include-local-group-memberships = true' setting can be applied to vas.conf using Group policy.
The option can be found here when editing the Group policy with Safeguard Authentication services Group policy extension installed:

Additional Information
Note that vgptool does not determine the operating system when applying this setting. However any non-AIX systems will safely ignore this setting if applied.
