Cause
There is more than one "system =" entry for the default user configuration in /etc/security/user
In this situation the following was found:
default:
admin = false
login = true
su = true
daemon = true
rlogin = true
SYSTEM = "compat" <---------------------
logintimes =
pwdwarntime = 0
account_locked = false
SYSTEM = "VAS OR compat" <---------------------
logintimes =
pwdwarntime = 0
account_locked = false

Resolution
Ensure the default user configuration is set properly. When there is more than one entry per option AIX will use the first entry it finds. Correcting this discrepancy will fix the issue.
