When the console starts and opens up, the reporting and advanced features options are greyed-out or disabled
Only basic options are available to be selected.

Cause
Reporting options as well as Advanced Features like Temporary Session Elevation and Discovery and Remediation features require Data Collection settings to be enabled and deployed to policies.
The Data Collection feature requires the Server to be configured in the console.

Resolution
To configure the server in the console the article How to configure Setup Tasks (Basic Setup) (251814) can be followed.
Once the server is configured the Advanced Features and the Reporting options will show as enabled.
