One process (e.g., an ActiveX controller) tries to initiate another process (e.g., an executable) that is downloaded from the internet and the Privilege Manager client does not detect that process.
In order for the Privilege Manager client to elevate a process, the process must actually be running before the UAC prompt appears. However, on some occasions a process does not initiate until after the credentials are entered in the UAC dialog box . If that occurs, there is no way for the Privilege Manager client to elevate the process and prevent the UAC prompt from displaying.
Look for the executable that was downloaded and attempt to run it from its current location. If it initiates, then it may be hindering the process that was initiated from the download.
Try running Process Explorer, Process Monitor or another 3rd party utility, to identify the process.
