Blank lines may be returned for fields that are not being 'Filtered' on the 'Report Filter' tab.
Or details are missing from the report.
If the 'User Entitlement Report' is showing blank values for certain columns, and the desired result is that these blank fields should be filtered out.
On the 'Report Filter' tab, enter either a valid filter or an asterisk on the fields that are returning as blank. Adjust the 'Report Filter' tab until the desired results are returned.
If the desired result is to have more information, you can use the following toggles on the Filter tab to expand the results:
Expand Collections to show all Systems, Accounts, & Files
Expand Groups to show all Users
Expand Access Policies to show policy permission details
These can add a lot of detail to what the report will produce.
