WORKAROUND
From /tpam | Password | Synchronized Password Management | Listing tab | Select the Name | Subscriber Status Tab, go through all subscribers ensuring the password status is current for each one.
If any are "out of sync" select the "Sync Now" button, if this fail and the system is not available, it will need to be unsubscribed from the Syncnorized password group.
