In the Password Admin site, when opening a workflow the following error message is reported.
“System error occurred. For more information, view the event log.”
This error does not normally affect all workflows but will affect the default “Forgot My Password” and “Unlock My Account” workflows or any other workflow that includes the "AuthenticationMethods" workflow activity in it.
This is caused by a combination of the following two factors.

Workaround
The workaround is to switch the Password Manager server logon screen display language to English as follows. For the purpose of this article we will assume the server is currently configured to use German (Deutsch).
On the Password Manager server
Control Panel > Clock, Language and Region > Language
Make English the default language by moving it to the top of the list above and German is below it.

Control Panel > Clock, Language and Region > Change Location > Administrative > Copy Settings
Tick the “Welcome screen and system accounts” checkbox. > Okay

Optional
For server administration purposes it may make life easier for the Password Manager Administrator to have the server configured for German. To do this
Control Panel > Clock, Language and Region > Language
Make German the default language by moving it to the top of the list above and English is below it.
Do not change the language on the welcome screen (item 2 above) or the original issue will reoccur.
