Unable connect to Oracle with the error: Could not load file or assembly 'Oracle.DataAccess, Version=2.111.6.0, Culture=neutral, PublicKeyToken=89b483f429c47342' or one of its dependencies. The system cannot find the file specified. (4221210)

When attempting to create an Oracle connection or configuring an existing sync for Oracle the following error is displayed:

Could not load file or assembly 'Oracle.DataAccess, Version=2.111.6.0, Culture=neutral, PublicKeyToken=89b483f429c47342' or one of its dependencies. The system cannot find the file specified.

CAUSE 1

The Oracle Data Provider for .NET is not installed on the Quick Connect host.

CAUSE 2

Prior to installing the Oracle Data Provider for .NET, .NET 3.5 was not installed on the Quick Connect host.
