Potentially a reserved port range is hard set that does not allow for enough ports.
Check the pm.settings file located in /etc/opt/quest/qpm4u/ for the following configuration: setReservePortRange
If it is set to not allow for enough ports sudo commands will fail.
Example setting allowing ports 600 to 610:
setReservePortRange 600 610
Resolution:
1) Allow for more ports by raising the value of the setReservePortRange configuration.
2) Remove the line with the setReservePortRange setting from pm.settings, the default with the setting removed is 600 to 1023.
