Active Roles: Starling Connect user provisioning for OneLogin fails with Error: Internal Server Error (4306846)

OneLogin does not require the locale attribute to be entered for creating a user. The OneLogin connector schema currently has the locale attribute defined as a requirement in order to create the connection to provision a new user.
