Description
When attempting to perform any Microsoft Exchange operation on some objects, the following error message is encountered:
Administrative Policy returned an error.Administration Service requires Exchange 2007 Management Tools to perform this operation.Install Exchange 2007 Management Tools on the computer running the Administration Service.Microsoft Exchange operations on other objects complete successfully.Microsoft Exchange 2007 is no longer present in the environment. -
Cause
The value for the msExchVersion attribute on the affected objects is incorrectly set.
Active Roles leverages the value stored in the msExchVersion attribute to determine what version of Microsoft Exchange to communicate with. If this attribute value is incorrectly set to do a migration issue or legacy data, Active Roles will first check prerequisites and then encounter a error when finding that the Microsoft Exchange 2007 Management Tools (which were required in order to communicate with Microsoft Exchange 2007) are not present on the Active Roles Administration Service host.

Correct the value of the msExchVersion attribute.
