Description
When attempting to promote an Active Roles Configuration or Management History database to a SQL Publisher within the Active Roles Console, the operation fails with the error:
Failed to modify the object. OpenService() returned error 0. The operation completed successfully.

Cause
The target SQL database is configured within the Failover Cluster Manager, and failover is currently paused. -
Resolution
SQL Merge Replication requires that failover not be paused in order to properly promote a SQL database to a publisher role.
Within the Failover Cluster Manager, choose Resume | Do Not Fail Roles Back
