Cause
The WMF installer is platform-specific.

Resolution
Download the correct installation media for WMF 5.1 from this Microsoft resource.
The file name contains the name of the compatible Windows Server version.
For example: download and install Win8.1AndW2K12R2-KB3191564-x64.msu for Windows Server 2012 R2.
