Innaccurate license count prevents you from assigning tokens.
Checking your license count in the "About" information for Defender could potentially show that all your available licenses have been assigned, even if that doesn't reflect the number of tokens that are actually assigned. This can be the result of unassigning and reassigning tokens and the system not keeping proper track.
To resolve this, go to your Defender License object in Active Directory (named something similar to DEFLIC0000000000) and open the properties.
Click the "Verify Licence Count" button. That should reset your total to the accurate count and if you have license remaining, you will now be able to assign them.

If the all the existing token licenses are all being used, either more user tokens will need to be purchased from licensing, or remove enough users to make a number of user tokens available.
With Defender 5.7, when this token limit is met, no more tokens can be generated until there is tokens available again.
With Defender 5.8.x, when the token limit is met, Defender will display a warning to purchase more tokens every time a new user token is assigned.
