ENHANCEMENT REQUEST: Passwords contained in the Dictionary file, if also found in a new password are rejected (4310388)

Passwords contained in the Dictionary file, if also found in a new password are rejected.

Example: The Dictionary file contains the word 12PersonGroup, and the new password a user submits is Person. The password change would fail as the new password is made up of part of the word in the Dictionary file.

The following Enhancement Request ID#: 84849, has been created to change the way the Dictionary Rule verifies that the password is an exact match of the dictionary word, instead of a password that contains the word.
