Ursache
The .net features comes pre-installed with Windows Server 2008 R2 Server Core. But it is not enabled by default.

Lösung
Runn the following commands in the command prompt window
1) DISM /online /enable-feature /featurename:NetFx2-ServerCore-WOW64
2) DISM /online /enable-feature /featurename:NetFx3-ServerCore-WOW64
