TPAM user roles and permissions have limitations. Some of the limitations are by design to ensure separation of duties between different user roles.
The options are to Promote a user to the "User Admin" role but that role is only able to manage Basic users. The ISA option does not have permission to manage users, just systems and accounts. The ISA role does not have any administrator privileges. Only the System Admin user account has the permissions to create and delete groups. The administrator is the most powerful user type for the TPAM user interface. This user type can create and delete systems, users, groups, and collections.
The only option available to manage groups is the System Admin user.
