After scanning the QR image, Google Authenticator app version 7.0 shows dashes (--- ---) instead of the OTP response code.

STATUS:
Change Request # 472741 has fixed this issue with the hotfix attached to KB 4378246
WORKAROUND
- Use Defender Admin console (ADUC tool) to program the Google Authentication soft token
- Remove the hyphens from the activation code value
- Activate the Google Authenticator token with the modified activation code without hyphens
